A. - MANPOWER RECRUITMENT SERVICES
(method and procedures)
(A1) Selection of employee :
 
Prospective employees are selected meticulously, based on the following criteria :-

a) Capability
b) Competency
c) Knowledge
d) Experience
e) Finishing of job and quality of job performed.

For our professional employees, selection is done by a staff of highly qualified consultants and advisors who have many years of experience in their particular fields behind them. In all instances, selected employees will have the prerequisites as stipulated by the prospective Employer.
Whenever possible, trade certificates will be provided by employees but where this is not available, a trade will be conducted by the relevant trade governing bodies of the Bangladeshi National Institute for skill Development.
(A2) Physical Examination :
 
It is requirement of the Bangladesh Government that labour leaving the country must undergo a physical/medical examination by a recognized Medical institution.
The examination will include :-

a) Chest x-ray
b) Urine Tests
c) Blood Tests
d) Narcotic Addiction Tests (Urine)
e) Eye-sight Tests
f) A complete bodily physical examination including nerve and mental soundness
(A3) Documents required prior workers departure :
 
Documents including time period required are as follows :-

a) Passport (1week for those who do not have)
b) Medical Examination (5 days)
c) Vaccination Certificates (1 day)
d) The international driving license or the requisite vehicle license, issued by the Government, for prospective drivers and operators (7 days)
e) Trade Test (1 day)
f) Three dozens photographs (1 day)
g) Candidate's personal data, family status and bank account.
(A4) Document required from employer :
 
a) The employer must obtain necessary visas from Government of the designated Country and forward all these to manpower.com.bd at least 3 weeks prior to the intended date of departure.
b) The Employer must furnish a written statement (Power of Attorney) authorizing manpower.com.bd to act as its recruiting agent for a specific number of employees with authority to act on its behalf. Such statement must bear our name, address and for which particular project.
c) The Employer must furnish a sample copy, in original, of the Employment Contract between the Employer and the employee in English.
d) The Employer must furnish a sample copy, in original, of the Recruitment Contract between Employer and manpower.com.bd in English.
e) The Employer must furnish a sample copy, in original, of the Registration to Chamber of Commerce in the Employer territory.
f) The Employer must furnish a Letter of Demand specifying the workers trade, the number required and the monthly salary.

The documents related to the items (b-c-d-f) could be prepared by manpower.com.bd and send to Employer upon approval of manpower.com.bd proposal.
(A5) Documents Procedure
 
All documents required shall be prepared in TWO ORIGINAL COPIES.

a) The Letter of Demand shall be re-type on Employer letter head.
b) All documents shall be endorsed by Employer Authority with legal authentication.
c) All documents previously specified shall be endorsed by the Embassy of workers involved in the Employer Country.
d) After receiving approval from the Embassy, the Employer shall keep one set of documents and courier to manpower.com.bd one set.
e) Once received, manpower.com.bd will provide to translation to the original language of workers involved and submitted for approval to the Labour Ministry in charged.

The approval process take approximate 2-3 weeks.
(A6) General Responsibilities
 
Upon being appointed recruiting agents, manpower.com.bd undertake to select and ensure that the employees possess, as near as possible, the required qualifications of the Employer. After written request by the Employer and within 45 calendar days after receiving said request, manpower.com.bd binds himself for the delivery at site of the number of workers requested.
This will be in force for the probation period of 90 days, after which, this responsibility ends. If, within 90 days, an employee fails to perform satisfactorily as stipulated in the contract, manpower.com.bd will be responsible for replacement of new employees. For this, a notification period of 30 days is required upon commencement of work. No other disqualification will be allowed.
(A7) Taxation
 
while under contract, the employee's income tax and social security at the Country of employment will be come by the employer. While traveling tax, on excess baggage of the airlines weight limit, will be borne by the employee.
(A8) Recruiting fees
 
The recruiting fee per each individual employee will be agreed from time to time between Employer and manpower.com.bd.
(A9) Period of Employment
 
The period of employment is limited to one year. Extension of the contract, upon expire of the initial one year period, will be made with the consent of both parties, concerned. The day of departure of the employee from Bangladesh will be taken as the commencement date of the contract period.
(A10) Designated Country
 
The designated Country is to be specified clearly indicating the exact location of employment. This is required for cross reference purposes by the Bangladesh Government and also for communication contact purposes in case of emergencies. Any changes in location of work must be communicated to manpower.com.bd at our address.
  (A11) Position and Responsibilities
 
The designated position for which the employee has been recruited must be spelled out clearly. In the event that a change of designation or position is required an employee will receive the salary as stipulated in his contract until such time as the new designation or position is effected.
  (A12) Wage Schedule
 
A fixed rate of payment salary will be stipulated in the contract. The unit of payment is to be in U.S. dollars. The period of payment is to be monthly basis.
  (A13) Tour of duty
 
The tour of duty is to be based on an eight hours (8) basis of six (6) days/week, but not to exceed forty eight (48) hours will be counted as overtime & compensated at the rate of 1.5 time regular basic rate divided by 208 monthly working hours, on normal working days. Working on holidays will calculated 2 time of regular basis.
  (A14) Travel expenses
 
Travel expenses from Bangladesh to the designated Country and back to Bangladesh upon expiration of contract will be borne by the Employer. These includes the cost of obtaining Passport, medical examinations, immunizations, airport tax and bus fare from Dhaka to Airport. The Employer can eventually request manpower.com.bd to provide additional services such purchase of air tickets, accident insurance policy and other services related to the employment of workers.
Cost and payment term for such services will be agreed from time to time between Employer and manpower.com.bd.
  (A15) Insurance
 
The Employer is to insure the employees against injuries or natural physical sickness. All employees are to be covered by workman Compensation Plan. The Employer will also undertake to compensate the family of an employee figure (to be stipulated in the contract) should the employee die of natural causes during employment. Accident demise will be compensated by the Insurance Agents. The belongings and remains of an employee will be returned to Bangladesh by the Employer.
Personal accident insurance covering 24 hours per for a period of one year cost about U.S. dollars 25 per worker.
  (A16) War / conflict cause
 
In the event that the employee is seriously injured, killed or confined due to the outbreak of war or conflict in the Country of work, the Employer will compensate the employee through his family in monetary compensation in accordance with the laws of such Country.
  (A17) Annual leave
 
An employee who has continuously served his Employer for a period of one year will be entitled to 30 days paid leave.
  (18) Medical treatment
 
The Employer will provide free medical treatment for the employee with the exception of dental care. In case where an employee is in-capacitated or impaired under circumstances beyond his control, the Employer will undertake to send him back to Bangladesh.
  (19) Boarding and lodging
 
The Employer will provide 3 meals a day and reasonable accommodation for the employee. Should the Employer be unable to provide the above, then a sum on money, appropriate to the cost of such food and lodgings, will be paid to the employee. Such sum of money will again be according to the local conditions and standard of living.
  (A20) Termination of Employment
 
All employees are place under 90 days probation period. Any employee found unqualified or unable to perform specified job, the Employer may request for a replacement. Cost of replacement will be borned by manpower.com.bd.
This clause doesn't apply for nominated workers by the Employer.
The Employer can request to manpower.com.bd to substitute those workers who resign for any reason whatsoever after 3 months probation period but before the expiry of the contract. In this case the Employer will acknowledge only the air ticket costs.
For workers resigning during probation period, air ticket cost will be charged to the workers as per Employment Contract.
